Regarding Scrapping of Government Owned Vehicles

Haryana Government has issued instructions regarding scrapping of govt owned vehicles through Registered Vehicles Scrapping Facility. According to the instructions the Voluntary Vehicle Fleet Modernization Program (V-VMP) or Vehicle Scrapping Policy’ was launched by Hon’ble Prime Minister on 13th August, 2021. This policy aims to create an eco-system to reduce pollution, improve roads, passenger and vehicular safety, improve fuel efficiency, reduce maintenance cost for the vehicle owner, move on towards circularity and have a bigger multiplier effect on economy. Successful implementation of this policy requires establishment of a network of Registered Vehicle Scrapping Facilities (RVSFS) and Automated Testing Stations (ATSS) across the country. The Registered Vehicle Scrapping Facility and Automated Testing Stations are being setup in the State of Haryana.

  1. It needs mention here that the Central Government has amended the Central Motor Vehicles Rules, 1989 by inserting rule 52A in the said rules vide notification bearing no. GSR 29(E) dated 16.01.2023. As per said rules, the certificate of registration in respect of motor vehicles owned by the following Organizations shall expire after the lapse of 15 years W. e. f. 01.04.2023.
    (i) Central Government; or
    (ii) the Sate Government or Union Territories; or (iii) any Municipal Corporation or Municipality or Panchayat, or
    (iv) a State transport undertaking established under the Road Transport Corporation Act, 1950 and the Companies Act, 2013; or
    (v) a Public sector undertaking; or
    (vi) an autonomous bodies owned or controlled by Central Government or the State Government.
  2. From the above, it is apparent that the registration certificate of any Government owned vehicde shall not be renewed after its attaining the age of 15
    years and such vehicles are required to be got scrapped from the Registered Vehicle Scrapping Facilities in the State as per procedure.
