Haryana Government vide their latest notification decided that for the purpose of appointing independent witness for vigilance raids, every DC will create a panel of 5 suitable Gazetted Officers, from different departments from which SP vigilence may select anyone as independent witness for raid. The panel will be revised by DC every three months. Officers selected for the panel should be having good general reputation with impeccable integrity.No two persons should be from same department/Board/Corporation.List should be shared with only DG SVB. The list should not be shared with the officers. The empanelled officers should be individually informed, by DC, about he/she having been empaneled for this purpose, without sharing names of other officers on the panel. He should be further informed that he may be required to use his own office staff for assistance during and after the raid. He should be further informed that his services may be used in neighboring districts as well. Refusal to assist or witness a trap or other criminal proceedings like searches, on the part of public servant will be regarded as a breach of duty and will be viewed very seriously by Government.
