Haryana Government has issued latest instructions regarding reservation of OSP and ESP category. According to the instructions State Government has decided to grant a separate quota of 3% to eligible OSP and ESP (3% of total Group C posts advertised by the Haryana Staff Selection Commission in any given year).
For this purpose, the Department of Sports and Youth Affairs, Government of Haryana shall create a separate quota and send a requisition to Haryana Staff Selection Commission for a separate recruitment drive for eligible OSP and ESP to the tune of 3% of total Group C posts advertised by the Haryana Staff Selection Commission in any given year. These quota posts will exist within selected few departments, namely,
a) Home Department,
b) Department of Sports and Youth Affairs,
c) School Education Department, and d) Elementary Education Department.
Thus, while the calculation of number of such posts will be as 3% of total Group C posts advertised by the Haryana Staff Selection Commission, these posts will be advertised for only the selected few departments mentioned above.
- Within this separate quota (of 3% of Group C posts advertised by HSSC in a given year) for OSP and ESP, first preference will be given to Outstanding Sports Persons appointed to Group C posts under the Notification of Haryana Government, Department of Sports and Youth Affairs No. G.S.R. 4/Const./Art.309/2021 dated 26-02-2021, namely, the Haryana Outstanding Sportspersons (Group A, B, C) Service Rules, 2021.
4.Once the candidates appointed to Group C posts under Haryana Outstanding Sportspersons (Group A, B, C) Service Rules, 2021 have been accounted for, for the remaining posts in this separate quota (of 3% of Group C posts advertised by H.S.S.C in a given year), the Department of Sports and Youth Affairs shall create a separate roster register for these posts as per the existing instructions of Government of Haryana at the time, and also send a requisition to Haryana Staff Selection Commission to be advertised separately by a selection process in which only OSP and ESP candidates will be allowed to apply.
- For the purpose of these instructions, “ESP” means a person who has obtained a Sports Gradation Certificate of Grade C or above under Sports & Youth Affairs Department, Haryana’s Notification dated 25.05.2018 or as amended from time to time.
Similarly, “OSP” means a person who has obtained a Sports Gradation Certificate for appointment to Group ‘C’ post or above under Sports & Youth Affairs Department, Haryana’s Notification dated 26.05.2021.
