Amendment in Pay Rules in Haryana

Haryana Government has amended pay rules vide Civil Services (Revised Pay) Amendment Rules, 2023, notified vide notification no. 1/20/2016- 5 PR (FD) dated 24th of January, 2023.

Schedule-I of Haryana Civil Services (Revised Pay) Rules, 2016 has been substituted vide said notification w.e.f. 01.01.2016. Further, none of the rule dealing with fixation/revision of pay of the employees covered under said rules has been amended and Rule 2, 7 & all other relevant rules dealing with pay fixation under Haryana Civil Services (Revised Pay) Rules, 2016 are intact.

It is further clarified that, said amendment in Schedule – I is carried out by the State Government with an objective to introduce some new Functional Pay Levels (FPLs) i.e. FPL-5A (32100/-), FPL-6A (39900/-) and FPL-10A (61500). However, none of the existing Functional Pay Levels (FPLs) of pre-amended Schedule I of the HCS (RP) Rules, 2016 has either been omitted or substituted with a new level. In other words, no pay scale of any post gets modified/ revised automatically. Pay Revision/ Modification, if any, would be done through separate orders of the Government in Finance Department. Accordingly, the amendment vide said notification dated 24.1.2023 should not be linked with any pre-revised pay structure of HCS (RP) Rules, 2008 or present pay structure under the HCS (RP) Rules, 2016, in which any employee is drawing his pay as a consequence of applicability of the HCS (RP) Rules, 2016 and all the employees shall be eligible to draw their pay strictly in accordance with rules.
