Instructions Regarding Grant of Permission for Higher Studies to Non Gazetted Government Employees

Haryana Government has issued instructions regarding permission for higher studies to non gazetted govt. employees of the state. According to instructions, it is informed that as per Rule 50(3) (ii) of HCS (Leave) Rules, 2016, study leave shall not ordinarily be granted to a Government employee who does not hold a gazetted post under the Government. Rule 56(1)(2) and Rule 54(1) ibid also relate to study leave matters till appropriate amendments are made in HCS (Leave) Rules, 2016 to grant study leave to non gazetted Government employees, henceforth relaxation in Rule 50(3)(ii) ibid shall not be considered by the Finance Department to avoid additional burden on State Government in shape of half pay leave/allowances. However, Administrative Department may send those cases to the Finance Department for consideration of such relaxation in Rule 50 (3) (ii) ibid where permission for higher study has already been granted at the level of HoD/AD before 09.11.2022.

It is also clarified that prior permission for grant of study leave (on half pay leave) shall only be considered by the Finance Department and the same may not be granted at the level of HoD/AD under any circumstances
